Limited Affordable Housing Supply

There are many different types of affordable housing available, such as Multifamily Housing, Subsidized Housing, Public Housing, Low-Income Housing Tax Credit (LIHTC) Housing, etc. A significant number of people, especially those from low-income families, are in need of affordable housing. The demand for affordable housing, including among students, is consistently high, while the supply remains limited. This demand is driven by the desires of many people, including students, to live in affordable housing, either due to study loans and constrained budgets or simply because they want to save money.

However, amidst the high demand, there are certain restrictions and guidelines known as “Student Rule Restrictions” that directly affect a student’s eligibility to qualify for affordable housing. These restrictions are important in deciding which housing options are available for students, according to their financial situation.

What are Student Rule Restrictions?

Student restrictions are a set of criteria imposed by housing authorities or property management companies to determine whether a student qualifies for affordable housing. These restrictions exist because affordable housing is intended for individuals with low income who cannot afford housing in upscale neighborhoods. If all students were to receive affordable housing, there is a possibility that some students who can afford expensive housing would also obtain it. This scenario would result in genuine individuals in need of affordable housing being unable to access it, as it will no longer be available. And these Student Rule Restrictions are placed precisely due to the reasons mentioned above.

1. Verification of student status: In order to access affordable housing, it is essential to verify one’s status as a student. While anyone can claim to be a student, they must undergo a verification process to prove their enrollment in a nearby university or college. To do this, individuals seeking affordable housing must provide the necessary documents to the landlord or housing management, confirming their student status and current enrollment. This verification step ensures that only genuine students are eligible for affordable housing benefits.

2. Status of enrollment: This criterion serves as one of the primary factors in determining whether a student deserves affordable housing. Through this criterion, Housing Authorities and Property Management Companies verify the enrollment status of the student. Most housing programs restrict eligibility to full-time students exclusively, while some may also require a specific minimum number of credit hours per semester. This requirement indicates the student’s commitment to their studies as a full-time student. Students who are not enrolled full-time or do not meet the minimum credit hour requirement per semester are deemed ineligible for affordable housing.

3. The age limit: This age criterion is used to determine eligibility for affordable housing. Individuals typically go through primary school, secondary school, high school, and college, completing their studies by a certain age. If a student is above that specific age, they will be ineligible for affordable housing. However, if the student’s age falls within the accepted range, which can be considered normal, they will be deemed eligible for affordable housing. 

4. The income limit: We all understand that affordable housing is intended for individuals belonging to low-income level groups or those who cannot afford housing in upscale neighborhoods. Therefore, students with substantial financial support, such as high family or parents’ income, or those with a high level of personal income, are not eligible for affordable housing. Only students lacking significant financial support from family and with limited income, making it challenging for them to afford housing in upscale neighborhoods, qualify for affordable housing.

5. Family members: Housing authorities also examine the family members of the student. If the student has a partner and children, they may be treated as a separate family unit, subject to their own set of eligibility criteria. In this scenario, the income of the student’s parents does not count; only the family income is taken into consideration. Since a married couple with children has different responsibilities and needs, the student’s status alone does not fully determine eligibility.

If the student, along with their family, meets the eligibility criteria for affordable housing, they will be eligible to receive it.

Eligibility

To be considered eligible for fair housing, students must provide proper documentation confirming their full-time student status, ensuring they fall within the age limit set by the Student Rule Restrictions, and meeting the specified criteria for financial support from family or personal income. Once these requirements are fulfilled, they will be considered eligible to access fair housing.

However, it is essential to recognize that creating such restrictions does not provide the ultimate solution for addressing the affordable housing challenge. Instead, the key to resolving this issue lies in increasing the supply of affordable housing and lowering the costs associated with housing creation.
