Celine M. Williams

Celine is the President of Celine M. Williams Services, which provides consulting and training to owners and property managers in the multi-family industry. She is a successful leader in the rental housing industry with over 15 years of experience in conventional and affordable housing. She helps property owners operate their communities in order to maximize income, provide quality housing and maintain compliance with local, state, and federal requirements. She loves empowering teams to achieve goals by providing training to equip them with the tools needed to make each community the best place to call home. She has been responsible for numerous affordable housing projects throughout the state of Texas and specializes in HUD REAC inspections and Low Income Housing Tax Credit compliance. Celine has an MBA as well as her CAPS, HCCP and ARM certifications. She also has her HUD Real Estate Assessment Center’s UPCS training certificate and has prepared and performed pre-inspections for hundreds of UPCS and REAC inspections.
