ABOUT THE EVENT

This 6 -hour training provides a practical, in-depth review of the four essential pillars of HUD occupancy compliance: determining eligibility, managing waiting lists and tenant selection, calculating income deductions and allowances, and conducting annual and interim recertifications. Grounded in the current requirements of HUD Handbook 4350.3, Rev-1, Change 4, the course equips participants with the knowledge and tools needed to stay compliant in day-to-day operations.

HOTMA updates will be previewed throughout the session to build awareness of what’s coming, but the training itself—including all mini-quizzes, case studies, and applied exercises—will use current, pre-HOTMA rules and methods.

Learning Objectives

  • Determine household eligibility for HUD-assisted housing in accordance with HUD Handbook 4350.3, Rev-1, Change 4.
  • Manage waiting lists and apply tenant selection criteria to ensure fair and compliant admissions.
  • Calculate household income, deductions, and allowances accurately for rent determination.
  • Conduct annual and interim recertifications using current HUD rules and methods.
  • Recognize upcoming HOTMA changes and understand how they may affect occupancy compliance in the future.
  • Demonstrate problem-solving and calculation skills using HUD rules to handle day-to-day operational challenges.

Interactive discussions, real-world scenarios, and practice exercises reinforce key learning points. Attendees should bring a calculator and be ready to apply what they learn.

Who Should Attend

Managers and Compliance professionals for the following types of properties:

  • Project Based Section 8, Section 236, Section 221(d)3 BMIR, Section 202/8, Section 202PAC, Section 202PRAC, Section 811PRAC, RD 515/8, and Public Housing Projects converted to PBRA through RAD.

This class is not applicable to the following programs and properties

  • Public Housing Projects.
  • Housing Choice Voucher Programs.
  • Public Housing Projects converted to PBV through RAD, HOME.
  • Tax Credits or RD projects with RD Rental Assistance.

She has a Master’s degree in Business and is a Certified Property Manager through the Institute of Real Estate Management. Gwen holds certifications as a National Affordable Housing Professional – Executive Level, Specialist in Housing Credit Management, Housing Credit Certified Professional, Certified Professional of Occupancy, and in Fair Housing Compliance and has been a servant leader in the AHMAs, NAHMA and IREM throughout her career. Gwen is a nationally recognized expert in the tax credit, bond, HOME, and Section 8 programs and enjoys helping agents, owners, and managers make sense of it all.
