Join in for a focused webinar designed to help HUD Multifamily housing providers review and strengthen their Emergency Transfer Plans. We’ll walk through the key components of VAWA compliance, discuss best practices for implementation, and ensure your policies are survivor-centered and audit-ready.

If you manage or operate a HUD Multifamily property, attending this training is essential to ensure your Emergency Transfer Plan (ETP) is fully compliant with the Violence Against Women Act (VAWA). HUD requires all covered properties to implement and maintain a current ETP, and with the release of updated forms in 2025, now is the time to make sure your policies, documentation, and staff procedures are aligned. This training will help you avoid common MOR findings, understand how to respond to transfer requests properly, and navigate the gray areas—like external transfers and self-certification—while keeping survivor safety and confidentiality at the forefront. You’ll leave with clear guidance, audit-ready practices, and the tools to support your residents with compassion and compliance.

  • Understanding VAWA Coverage and Applicability - Learn which HUD and federally funded programs are subject to VAWA and how its protections apply to residents—regardless of gender—and intersect with other programs like LIHTC, Section 202, and 811.
  • Emergency Transfer Plan (ETP) Requirements and Components - Get a clear breakdown of what HUD requires in an ETP, including eligibility criteria, transfer request procedures, prioritization policies, and confidentiality protocols.
  • Internal vs. External Transfers - Distinguish between internal and external emergency transfers, understand documentation requirements for each, and learn how to develop policies that support both effectively.
  • Using and Modifying HUD’s Model Forms (HUD-5380 to HUD-5384) - Review each of the updated HUD forms released in February 2025 and learn how to properly modify and implement the HUD-5381 Model Emergency Transfer Plan.
  • Handling Documentation, Conflicting Claims, and Confidentiality - Understand what documentation can and cannot be requested, how to handle conflicting claims of victim status, and what federal confidentiality requirements must be strictly followed. 
  • Preparing for MORs and Demonstrating Compliance - Learn how to integrate VAWA protections into your Tenant Selection Plan (TSP), document transfer requests appropriately, and retain required records to ensure your site is MOR-ready.

Rhanda McKown

Rhanda McKown is a seasoned affordable housing professional with over 20 years of experience in the industry. Currently, she serves as Director of Affordable Housing for a non-profit organization covering four states. She spent 15 years working for a Performance Based Contract Administrator (PBCA), where she conducted Management and Occupancy Reviews across Florida and the U.S. Virgin Islands. Rhanda has developed specialized expertise in processing Auto-OCAF rent adjustments, Special Claims, Budget-Based Rent Adjustments, and Contract Renewals. Her background in HUD funded multifamily affordable housing subsidy programs is extensive, with a specialization in properties that follow HUD Handbook 4350.3 for occupancy guidelines. In addition to her technical expertise, Rhanda has a strong track record in building and coordinating educational programs focused on affordable housing. She has also served as the Director of the Affordable Housing Study Commission for Florida, where she played a key role in understanding and reporting on affordable housing policy and statistics in the state. Rhanda’s experience also includes managing the records retention program for a state housing finance agency (HFA), where she was instrumental in developing the agency’s records retention strategy and served as a liaison for the OnBase© software system.
