ABOUT THE EVENT

Strong HUD compliance starts with understanding the core occupancy rules that affect every phase of managing a HUD-assisted property. This course focuses on four essential areas: eligibility, waiting list and tenant selection requirements, determining annual and adjusted income, and annual and interim recertification.

Designed for property managers, compliance staff, occupancy specialists, and others responsible for HUD compliance, this session provides a practical review of key 4350.3 requirements, with a preview of important HOTMA-related changes that affect day-to-day occupancy work.

Participants will work through mini-quizzes and case studies to reinforce the rules and apply them to real-world situations. Students should bring a calculator.

Learning Objectives

After completing this course, participants will be able to:

  1. Identify key HUD eligibility requirements, including basic program eligibility and project-specific requirements.
  2. Apply HUD waiting list and tenant selection rules consistently and fairly.
  3. Recognize common compliance risks in applicant processing, selection, and documentation.
  4. Determine annual income using HUD rules and identify income that must be included, excluded, or verified.
  5. Calculate adjusted income by applying allowable deductions and understanding their impact on tenant rent.
  6. Explain the purpose and timing of annual and interim recertifications.
  7. Identify common errors in recertification processing and documentation.
  8. Recognize HOTMA-related changes that may affect eligibility, income, assets, deductions, and recertification procedures.
  9. Use practical examples and case studies to apply HUD occupancy rules to real-world property management situations.

Who Should Attend

Managers and Compliance professionals for the following types of properties:

  • Project-Based Section 8, Section 236, Section 221(d)3 BMIR, Section 202/8, Section 202PAC, Section 202PRAC, Section 811PRAC, RD 515/8, and Public Housing Projects converted to PBRA through RAD.

  • Public Housing Projects.
  • Housing Choice Voucher Programs.

She has a Master’s degree in Business and is a Certified Property Manager through the Institute of Real Estate Management. Gwen holds certifications as a National Affordable Housing Professional – Executive Level, Specialist in Housing Credit Management, Housing Credit Certified Professional, Certified Professional of Occupancy, and in Fair Housing Compliance and has been a servant leader in the AHMAs, NAHMA and IREM throughout her career. Gwen is a nationally recognized expert in the tax credit, bond, HOME, and Section 8 programs and enjoys helping agents, owners, and managers make sense of it all.
