ABOUT THE EVENT

HUD’s Enterprise Income Verification system provides several tenant-specific reports that owners and agents must know how to read, evaluate, and document. This session examines the Existing Tenant Search, Summary Report, Income Report, and Income Discrepancy Report. Participants will learn when each report should be generated, what information it provides, and what follow-up may be required. The training explains how to identify identity verification problems, possible duplicate assistance, unreported income, discrepancies, and errors in tenant or certification data. It also addresses the documentation needed to show that staff investigated and resolved issues within the required timeframes. Practical examples will help participants distinguish valid discrepancies from invalid discrepancies and determine whether an issue resulted from an owner/agent error or tenant error.

Why You Should Attend

Running an EIV report and placing it in the tenant file does not demonstrate compliance if staff fail to review the information and complete the required follow-up. Unresolved identity verification issues, unexplained income information, weak file notations, and missing documentation are common findings during Management and Occupancy Reviews.

This training will help participants understand what the reports are actually telling them and what to do next. Attendees will learn how to investigate conflicting information, obtain appropriate supporting documentation, correct certification errors, and create clear file notes that explain how each issue was resolved. The session will also help staff avoid incorrect rent calculations, subsidy errors, and unsupported determinations involving unreported income or possible program violations.

Rhanda McKown

Rhanda McKown is a seasoned affordable housing professional with over 20 years of experience in the industry. Currently, she serves as Director of Affordable Housing for a non-profit organization covering four states. She spent 15 years working for a Performance Based Contract Administrator (PBCA), where she conducted Management and Occupancy Reviews across Florida and the U.S. Virgin Islands. Rhanda has developed specialized expertise in processing Auto-OCAF rent adjustments, Special Claims, Budget-Based Rent Adjustments, and Contract Renewals. Her background in HUD funded multifamily affordable housing subsidy programs is extensive, with a specialization in properties that follow HUD Handbook 4350.3 for occupancy guidelines. In addition to her technical expertise, Rhanda has a strong track record in building and coordinating educational programs focused on affordable housing. She has also served as the Director of the Affordable Housing Study Commission for Florida, where she played a key role in understanding and reporting on affordable housing policy and statistics in the state. Rhanda’s experience also includes managing the records retention program for a state housing finance agency (HFA), where she was instrumental in developing the agency’s records retention strategy and served as a liaison for the OnBase© software system.
