With only 90 days remaining, this 90-minute webinar focuses on what PHAs should have completed, what still needs to be tested, and where compliance gaps may remain.

After years of delays, HUD is now scheduled to begin enforcing HOTMA Sections 102 and 104 for most PHAs on January 1, 2027. Is your agency ready - not just with the rules, but with the policies, procedures, software, forms, reporting, staff training, QC processes, and resident communications needed to implement them? And with HUD providing temporary reporting options while systems transition, do you know what applies to your PHA?

This 90-minute webinar goes beyond another HOTMA overview to focus on implementation readiness. We’ll review the current timeline, identify which PHAs are subject to the January 1, 2027 date, and walk through the key steps to prepare - including policy updates, vendor and software readiness, staff training, testing, QC, resident communication, and contingency planning. You’ll also learn how mock HOTMA certifications using real-world household scenarios can uncover gaps before they become compliance problems. Most importantly, you’ll leave with a clearer picture of what your PHA should prioritize now - and the answer to one critical question:

If HOTMA implementation were only 60 days away, would your PHA actually be ready?

Learning Objectives

Upon completion of this webinar, participants should be able to:

  • Explain the current HOTMA implementation schedule for PHAs and identify which categories of PHAs are presently scheduled for January 1, 2027 enforcement and which remain subject to a future implementation date.
  • Describe why Notice PIH 2026-15 differs from previous HOTMA implementation notices, including HUD’s decision to move forward with statutory compliance while providing temporary reporting methods during the technology transition.
  • Identify the temporary reporting options available to PHAs and recognize the questions agencies should be asking their software vendors and IT personnel before implementation.
  • Evaluate whether the PHA’s policies and procedures are ready for HOTMA, including administrative policies, EIV procedures, internal forms, worksheets, certification processes, and quality-control procedures.
  • Assess staff preparedness for implementation, including whether employees can correctly apply HOTMA income and asset requirements, distinguish annual from interim reexaminations, and follow the PHA’s own revised operating procedures.
  • Evaluate software and technology readiness, including system updates, testing, HUD transmission procedures, vendor support, and contingency planning if technical problems occur.
  • Identify resident communication and document changes that should be completed before implementation, including notices, lease-related documents, and a schedule for communicating HOTMA-related changes to residents.
  • Use mock HOTMA certifications as an implementation-readiness tool to uncover weaknesses in staff knowledge, policies, verification procedures, software, forms, and supervisory review before live implementation begins.
  • Develop a prioritized HOTMA implementation action list identifying remaining tasks, responsible staff, target completion dates, and areas requiring continued monitoring.
  • Determine whether the agency is genuinely prepared for January 1, 2027 implementation and identify the most significant compliance gaps that must be addressed before the effective date.
