ABOUT THE EVENT

HOTMA has significantly changed the policies HUD Multifamily owners and agents must address in their Tenant Selection Plans, while also giving owners discretion in several areas that require deliberate and consistent policy decisions. This 60-minute webinar focuses specifically on the provisions that have changed or been clarified by HOTMA and Revision 3 of HUD Notice H 2023-10. Participants will learn which requirements must be incorporated into the TSP, which provisions allow owner discretion, and how those decisions affect applicants and existing tenants differently. The session addresses asset limitations, interim reexaminations, streamlined verification, Social Security number documentation, consent requirements, hardship exemptions, de minimis errors, and other HOTMA-driven policy changes. Attendees will leave with a clearer understanding of what their TSP needs to say, what decisions management still needs to make, and how to prepare their policies for full HOTMA implementation.

Updating a Tenant Selection Plan for HOTMA compliance involves much more than inserting a few new regulatory citations. Owners and agents must make policy decisions in areas where HUD provides discretion, understand when rules differ for applicants versus current tenants, and ensure that those decisions are applied consistently across the property. Revision 3 of HUD Notice H 2023-10 also clarified several implementation requirements that may affect policies already drafted or adopted. Rhanda McKown

Rhanda McKown is a seasoned affordable housing professional with over 20 years of experience in the industry. Currently, she serves as Director of Affordable Housing for a non-profit organization covering four states. She spent 15 years working for a Performance Based Contract Administrator (PBCA), where she conducted Management and Occupancy Reviews across Florida and the U.S. Virgin Islands. Rhanda has developed specialized expertise in processing Auto-OCAF rent adjustments, Special Claims, Budget-Based Rent Adjustments, and Contract Renewals. Her background in HUD funded multifamily affordable housing subsidy programs is extensive, with a specialization in properties that follow HUD Handbook 4350.3 for occupancy guidelines. In addition to her technical expertise, Rhanda has a strong track record in building and coordinating educational programs focused on affordable housing. She has also served as the Director of the Affordable Housing Study Commission for Florida, where she played a key role in understanding and reporting on affordable housing policy and statistics in the state. Rhanda’s experience also includes managing the records retention program for a state housing finance agency (HFA), where she was instrumental in developing the agency’s records retention strategy and served as a liaison for the OnBase© software system.
