ABOUT THE EVENT

This training provides a practical and compliance focused guide to developing and maintaining Enterprise Income Verification (EIV) policies and procedures for HUD Multifamily housing programs. Participants will learn how to structure EIV policies that meet HUD requirements, integrate HOTMA changes, and align with other critical property documents such as Tenant Selection Plans and house rules. The session also walks through the proper use of EIV reports, required staff documentation, data security requirements, and common Management and Occupancy Review (MOR) findings related to EIV. The goal is to help organizations build compliant internal procedures that reduce subsidy errors, protect sensitive data, and withstand HUD monitoring.

Why You Should Attend

HUD’s Enterprise Income Verification system is one of the most powerful compliance tools available to owners and operators of HUD assisted housing, but it is also one of the most common sources of Management and Occupancy Review findings when it is not used correctly. Many properties struggle with unclear policies, inconsistent report usage, missing staff documentation, and confusion about how EIV requirements interact with HOTMA changes. This training cuts through that confusion and provides a clear roadmap for building compliant EIV policies and procedures that actually match how staff operate onsite.

Rhanda McKown

Rhanda McKown is a seasoned affordable housing professional with over 20 years of experience in the industry. Currently, she serves as Director of Affordable Housing for a non-profit organization covering four states. She spent 15 years working for a Performance Based Contract Administrator (PBCA), where she conducted Management and Occupancy Reviews across Florida and the U.S. Virgin Islands. Rhanda has developed specialized expertise in processing Auto-OCAF rent adjustments, Special Claims, Budget-Based Rent Adjustments, and Contract Renewals. Her background in HUD funded multifamily affordable housing subsidy programs is extensive, with a specialization in properties that follow HUD Handbook 4350.3 for occupancy guidelines. In addition to her technical expertise, Rhanda has a strong track record in building and coordinating educational programs focused on affordable housing. She has also served as the Director of the Affordable Housing Study Commission for Florida, where she played a key role in understanding and reporting on affordable housing policy and statistics in the state. Rhanda’s experience also includes managing the records retention program for a state housing finance agency (HFA), where she was instrumental in developing the agency’s records retention strategy and served as a liaison for the OnBase© software system.
