{"id":1968,"date":"2021-08-04T21:25:49","date_gmt":"2021-08-04T15:55:49","guid":{"rendered":"https:\/\/www.complianceprime.com\/blog\/?p=1968"},"modified":"2021-08-04T21:25:49","modified_gmt":"2021-08-04T15:55:49","slug":"hud-inspections-and-nspire-demonstration","status":"publish","type":"post","link":"https:\/\/www.complianceprime.com\/blog\/2021\/08\/04\/hud-inspections-and-nspire-demonstration\/","title":{"rendered":"Hud Inspections And NSPIRE Demonstration"},"content":{"rendered":"<p><span style=\"font-weight: 400\">On January 13<\/span><span style=\"font-weight: 400\">th<\/span><span style=\"font-weight: 400\">, 2021, HUD published a proposed rule in the Federal Register that presents a new approach to defining and assessing housing quality among HUD programs, calling the approach, the \u2018National Standards for the Physical Inspection of Real Estate\u2019 (NSPIRE).<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">The intent of the proposed rule along with the existing NSPIRE demonstration was to improve HUD oversight by aligning the physical inspection regulations used to evaluate HUD-assisted housing across multiple HUD programs to create a unified assessment of housing quality. The proposed rule would also establish a method HUD will use to implement specific NSPIRE standards, scoring, and processes through Federal Register notices.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Further, the proposed rule seeks to:<\/span><\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Apply a safe, habitable dwellings standard.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Reduce the categories of current inspectable areas for physical condition standards from five to three.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Implement a new annual self-inspection and reporting requirement for certain HUD-assisted housing.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Establish an administrative process for the treatment of health and safety deficiencies.<\/span><\/li>\n<li style=\"font-weight: 400\"><span style=\"font-weight: 400\">Incorporate provisions of the \u2018Economic Growth and Recovery, Regulatory Relief, and Consumer Protection Act\u2019 that will reduce the administrative burden on small, rural public housing agencies.<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><span style=\"font-weight: 400\">Further, during the NSPIRE demonstration stage and parallel with a formal rulemaking, HUD plans to draft Federal Register notices that outline specific inspection standards, scoring, and protocols.
